I learned that you started out as a mechanical engineer — trained in Vietnam through the hard years after 1975 — then rebuilt everything here in America and grew CISA on a foundation of training, mentorship, and a real sense of “family.” As a younger Vietnamese-American building a company of my own, I have a lot of respect for that road.

I put this together specifically for CISA — a systems review, not a sales brochure. The point is simple: the trust you’ve earned face to face hasn’t made it onto the screen yet, where the next generation of your clients is already looking. Below is what I found, and what I’d do about it.

The Reputation Is Strong. The Digital Presence Is Quiet.

CISA has built something most agencies never reach: the trust of thousands of families, a genuinely multilingual team, two offices, and deep roots in the community it serves. That reputation, though, lives almost entirely offline.

Online — where adult children now research plans for their parents, and where “turning 65” begins with a phone in hand — CISA is hard to reach on mobile, missing from the searches it should own, and routing serious clients through a process that still ends in a fax machine. None of this reflects the quality of the service. It reflects a front door that hasn’t been rebuilt in over a decade.

The encouraging part: the hardest assets to build are already here. What’s missing is a thin, deliberate digital layer — and the order in which to add it.

FINDING 01Conversion

The Application Process Still Ends at a Fax Machine

CISA’s own application form — the version posted on the site is dated 2015 — asks a new client to print it and return it by fax or email. For a 66-year-old’s daughter researching on her phone at 9 p.m., that is the moment the process quietly ends — the paperwork barrier arrives before an agent ever gets to help.

Every client lost here had already decided to choose CISA. This isn’t a lost visitor — it’s a lost enrollment, at the very last step.

About Ten Reviews and a Fax — Against a Competitor’s Hundred-Plus and Online Booking

A Covered California enrollment center two miles away shows nearly five stars from well over a hundred reviews and lets clients book an appointment online. CISA shows around ten reviews, no visible rating on Google, and a process that asks people to fax a form. To an adult child comparing two options in thirty seconds on a phone, that contrast decides it — before your decades of service ever get a word in.

Business impact

The comparison happens whether you’re in it or not. Right now it runs entirely in the competitor’s favor, on the two things buyers check first: social proof and how easy you are to reach.

You Already Have the Videos — They Just Aren’t Working for You

CISA has produced Vietnamese-language videos on Medicare and retirement. Today they sit on inner pages — not running as ads, not on the homepage, not on the Google profile. The exact content you’d want to advertise on YouTube already exists; right now it isn’t pointed at anything.

Business impact

The raw material for the channel you want is already made and paid for. Idle, it earns nothing. Aimed correctly, it becomes your lowest-cost source of in-language leads.

Invisible for Your Best Search — and Speaking to Two Audiences at Once

Search “Medicare Vietnamese Westminster” and CISA doesn’t appear; several Vietnamese-speaking competitors do. When we searched CISA by name, the Google Business panel — the box with hours, reviews, and a “call” button — didn’t surface the way a local competitor’s does. And the site is trying to serve two very different visitors at once: a Medicare client and a prospective agent. The homepage even greets seniors with the line “CISA values Agents by providing Top Contracts” — a recruiting pitch, not help.

Business impact

Your best search term doesn’t surface you, the free Google listing local businesses rely on isn’t working for you, and your front page speaks to agents instead of clients. A cleaner split — one path for clients, one for agent recruiting — fixes all three.

Compared to Whom?

This isn’t hypothetical. Search the terms your clients use and you meet them: a nearby Covered California enrollment center with nearly five stars, well over a hundred reviews, and online booking. Younger Vietnamese-speaking agents ranking on page one for “Medicare Vietnamese Westminster” — the exact phrase CISA should own. National call centers buying the ads above everyone.

None of them has your years of experience or your team’s range of languages. But online they are findable and easy, and you are neither — and whoever answers the question first usually gets the call. This is the one gap that widens on its own, every month nothing changes.
